As an all hazard agency, we have members who are certified Swiftwater Rescue Technicians. A recent training during spring high water tested the ability to both plan and execute a rescue of multiple "victims" from the far side of the river.
A plan was formed to have one rescuer swim a 1/2" line across the river, secure it and have it tensioned creating a tension diagonal. Additional rescuers could then use the zip line to cross the river - while trailing rescue lines of their own - and pendulum a "victim" each back to the near side of the river:
